Hadars Grasp Not Getting Buff From Combat Advantage

This is a major issue for Sw's. Single target dps is literally suffering from it, please look into this, we have had a few people confirm this now, it seems its an on/off issue

    It works with no pity no mercy, but will not proc on combat advantage from positioning
