Intro Campaign Bug

Ive done ‘The Staff if Savaras’ quest many times before with no problem. I recently started s new character and did the first three steps from the quest. However, after piecing together the orb and talking to Sybella, I have no scrying orb to complete the quest. This is the first time I’ve tried said quest since the most recent patch, making me think it is a glitch with Mod 16.
