Anyone know why, NPC will not give this quest, ?
everything is completed, but the Master Expedition on the campaign ?

    Have you talked to Sinye and done her quests?

    go back into Shadow's hold Map, go to the campsite in the middle ( cords 13971,191 ) and talk to the npc Far-Scout Davril and he will give you the quest line Waning Darkness
