Undermountain Seal Store Issues with Jubilee Vouchers

I have two questions about the Undermountain Seal Store that could be bugs or planned issues. One I noticed this on PC as well and this may have been asked but why is there a whole set of Spy's Guild Shirt and Pants in the collections tab for Spy's Guild but they're not in the Undermountain Seal store vendors tab to buy? TWO on PS4 I got a Seals of the Deep voucher from a Protector's Bounty but considering you have LOMM timelocked and I can't even get those I find that a little incredulous. Two, I got a voucher for 25% off SEALS of the Mountain and I'm like "AWESOME" and I go to the Seal Vendor in the Yawning Portal and there's NO DISCOUNT. I've been getting nothing but the Green Rep from the Bounties even though I've opened over 60 and I finally get the one good thing and it doesn't work?
