Second Chances: Dalish missing?

So I've got this quest "Second Chances" active and it send me to Caer-Konig to speak with Dalish. It's to bring Karmela back to my workshop. Any ideas where I can find him?

    It is a bug. He is supposed to be in the pier area but he is not there (unless this is fixed recently).

    Known bug, been reported in this forum and the Bug Report forum for weeks. Simple fix, yet patch note after patch note comes out showing that the entire NW 'dev team' managed to change 1-2 things with a weeks work and didn't really fix much of anything.

    Bug Reports forum goes largely ignored, heck, even problems that were identified in Preview are still there.
