Hammer of Doom(Level 80 Daily) takes 4 Minutes ever ( sometimes 5 minutes) to recharge

Recharging the new level 80 ( Cleric DPS) Anvil of Doom [my DPS Cleric is level 77 and just starting Undermountain] is a pain, My usual playing partner is a 25k IL DPS Cleric who likes to go in with a fully charged 'Hammer'. He can't imagine doing Dungeons with a 4-5 minute recharge time.

This has to be fixed.
