Encounter Reprieve not proccing

the equip power "Encounter Reprieve" as present on the "prized restoration shirt of the cult" does not seem to be proccing, ever.

Repro:

1. log in any character that has an item with the equip power equipped
   
2. start the combatlog
   
3. run through a few dungeons
   
4. check the log for procs of the power and find zero, 0, zilch, nada procs
   

Currently only have the "prized restoration shirt of the cult" with the "Encounter Reprieve" equip power, so cannot be sure if it is not working at all, or just on this particular item. And could also be it is not showing up in combatlog, but I have not seen my encounter times go down when I was not actively causing it to with soul scorch....

Another day, another combatlog... zero procs.

To further clarify; the power in question reads: "Encounter Reprieve; Whenever you Critically Strike with your Powers, you have a 10% chance to reduce your Encounter Power cooldowns by 1"

I have been watching for it and never saw it proc, but yeah it may just not show up in the log. Being a warlock and using scorch for cooldown reduction a lot, makes it harder to spot i guess.

Still consider it not showing up in the combatlog a bug though
