So all the stat, weapon damage and iLevel are the same between purple rank 59 & orange rank 60. Why would people spend 3x rank 5 enchant stone and many preservation ward to upgrade it?

It is on the list of things to be fixed.
I'm not looking for forgiveness, and I'm way past asking permission. Earth just lost her best defender, so we're here to fight. And if you want to stand in our way, we'll fight you too.
its "fixed" now your efforts are truly worthwhile as the upgrade from rank 59 to 60 not only provides a whopping +12 weapon damage, it also gives you +2 combined rating, +23 power, +6 critical strike and +6 armor penetration....and most important of all an additional +3 Item Levels.

lol genius..
they just moved the bonus from rank 58-59 to 59-60....so they lowered the stats by the respective values for anyone already at rank 59 to the rank 58 value and then lowered each subsequent rank by the same magnitude. I don't even know what to say anymore xD (They should have made the rank 60 have about +50 weapon damage like every past upgrade to legendary has been, added +1000 power+500 critical strike and armor penetration, +100 combined rating and +50 Item Levels.)
Yup. Another thoughtless and lazy fix by them. Its like "oh the boss ask me to fix this? easy.. let me just up the number a notch.. there.. done! ok back chatting.."
I begin to wonder if the coders are working from grade school. I was being generous before when guessing they were fresh out of high school!
99 lines of code on the wall, 99 lines of code, add one line, compile it again....... 113 lines on code on the wall 113 lines of code on the wall, 113 lines of code, rewrite one line, compile it again....... Wait For It
