Runic ME's question

I've completed the quest to make the runic artifact and turned it in. I've bought a runic distiller. I have 10 Sacrifice shards. But when I go into an ME, I still do not get the ability to create a Sacrifice (or any) rune. How is this done?

At the pedestal, choose "2" to convert resonance. Then choose "1" to make and use rune. Seems a bit backwards. Took me a few minutes to figure it out the first time.
