Level 80 scaled to different IL than 70 in zones

I know scaling is going to be removed from zones but I noticed something odd. In DR zone my level 80 shows the IL scaled to 14k. I have a couple level 70s I haven't done anything with and they are scaled to 12k. I did notice that DF, DS, PF are 12k for level 80 so I'm guessing the zone scaling isn't correct for 80.
Queued content so far there seems to be no difference whether 80 or 70 and IL scaled to is the same. I haven't tested any other zones but assume similar behavior there too.
