Bugged enchantment?

Ive been trying for a week to upgrade my final rnk 12 bonding. Its 3% chance. I have used over 100 probably close to 150 preswards. Im starting to think this enchantment is bugged because i upgraded every other rnk 12 no issues after 10 to 20 tries. Has anyone else ran into this issue with a single enchantment not going up? I could see if it was a 1% but man this is crazy. I could have bought 2 rank 13 bondings if i never wasted the wards on this one. Just did 20 more today and still didnt go.

    Yes, it happens occasionally, just bad RNG streaks :confused: M16 will help with this kind of issues.
