Intro quest to Storm Kings Thunder issues

I just built my hr up to lvl 80, and started some of the other campaigns to get him going. While doing the intro quest to Storm Kings thunder I found that yes I was scaled down to lvl 70, OK no big deal, but the heroic encounter you have to do for the quest had the barbarians at lvl 80. I know there were 2 players there trying to do the encounter, but you can't kill a lvl 80 enemy by only doing 9 damage to them. I did not find this issue in Dread Ring, Chult, or Sharandar. I have not started River District yet, mainly because I don't want to overload myself.
