Warlock: Tyrannical Curse Daily not correctly applying 15% debuff

When I try using Tyrannical Curse, the initial hit is modified by the debuff component that is supposed to make the primary target take 15% increased damage from the caster (I believe that concurrent on-hit procs, such as the weapon enchantment, were also affected), but the Tyrannical Curse debuff icon disappears almost immediately, as does the debuff effectiveness.

This is in addition to the persistent bug where the primary target's incoming damage being shared with nearby enemies does not seem to be inheriting the caster's stat values and is constantly being deflected.
