Greater Everfrost Resist Armor kit - not showing buff

in Bug Reports (PC)
Just applied a Greater Everfrost Resist Armor kit to each, upper primal paints, and Shimmerweave pants +1 - says successfully applied, but no buff showing on the tool tip.

    But not the items?!?! WTF?!? I just wasted a bunch of time and 3200 voniblod for trash that should have been removed before they put up the test servers!! Hamsters!!
