Tiefling horns not appearing on the new helms from Mod16

In none of the leveling armors that you get from the Undermountain content do tiefling horns appear through the helms. Is this a design choice or it is truly a bug? If it is a design choice it truly takes people out of the immersion of the game, same as their tails not appearing while mounted. Now they do appear with the ilevel 950 helms, but most of those use old templates.

I have a tiefling fighter, and honestly I can say I prefer it this way. Before those helms I would always disable visuals as it looks like the horns are clipping through the helm. I would like the whole armor set to come through as a set and not as my face with some armor.
