Is The Wimpy Dragon Intentional?

The dragon in Ebon Downs is being 2-shot and is dead before he lands. Also, the most of the time no one present gets credit and has to wait for respawn or transfer to another server. I have been spending hours lately going from server to server to try to finish this quest.
