Storming the Keep skirmish

In game it is noted as level 18-30 but when the instance is created, after 5 players are gathered by the queue, it up levels us to level 60. Does this mean that this skirmish won't be unavailable like the first two once you level past the upper level of the range? Thanks for any info ya'll can provide.

All skirmishes become unavailable currently if you level past them, leaving only the level 60+ skirmishes available in the queue.

So does that mean I need to report a bug to them for it up leveling everyone to 60 when it is a 18-30 skirmish? As it is rather confusing as to the point of it doing that since it isn't accessible after 30.
