Undermountain "Hot Pursuit" quest

Stuck. STUCK!!! My next step in Undermountain, "Expedition to Terminus", requires the "Hot Pursuit" quest. I don't have it and I can't locate anyone to give it to me. Any suggestions?

    Obaya and the map is the expeditions. Going to Vanrakdoom you need to talk to Helion Moonstar before starting the expedition.

    where did you find it? i have been stuck 2 days now on it as well and just subbed a ticket as nothing advances it....
