I can't progress with quest "second chances"

in Bug Reports (PC)
The NPC Dalish (caer-konig) is missing. There is a topic that tell the location of NPC but i can't find him there. He should be possitioned on one of the pie that are close to the ship.

I can't progress with the quest.
