When will the xbox update hit since pc got its update
If by Update you mean Mod 16, then the answer is June 11, 2019. However in its current state on PC, Mod 16 is more or less a broken mess and needs to be fixed. So, hopefully the Mod 16 launch will end up getting delayed for Xbox until issues can be addressed.
Don't hold your breath. They said already that the delay PC is experiencing with the new Dungeon going live will be echoed on console. And THAT is something they WANT to fix... so God help us as far as them fixing scaling goes, which as far as I can tell is mostly "Working as Intended" apart from the isolated incidents mentioned last week.
Personally, after spending a bit of time reviewing Mod 16 on preview, I'm not bothered by the general changes to classes, mechanics and so on. The game needed a proper overhaul after all the band aid type fixes, balance passes and general nerfs and buffs over the years had the system hanging together by a thread. And it was always going to be the case that it would smart when the band aids were ripped off... But apart from the scaling mess, I don't think there's too much to fix between now and live on console. There will be fix patches along the way, but they will always hit PC first.
But frankly, saying that the only thing that needs sorting is Scaling is like watching as the Titanic hits the iceberg and saying "Apart from that big hole and the current buoyancy issues, there's not much needs fixing."

They will release it as it is now on PC with some of the hotfixes that have been released. That is what consoles will get. No delay expected; in fact this is the quickest follow up mod we have seen from PC to console.
