MOB STATS

I noticed that lvl 70 mobs deflect my attacks, when i have 67k accuracy. When stats got changed from 500 for 1% to 1000 to 1%, did mob stats got compensated? or was it oversight since having more then 67k accuracy as a lvl 70 seems ridiculous.
