Bug: Tactical Enchantment can not fit on an Utility Slot

Hello, I have few Tactical Enchantment Rank 13 with a possibility to use them on an Utility Slot: +4.8% incoming healing but it can not fit anymore? on by head, arms and feet. Did you know why? this a bug ?

Does someone have news on that bug should be not so complicated to fix??? incoming healing is quite useful in mod16
