Level 70 Fighter Boon "Strikers Mark" gives a boost to level 80 "Mow Down"

In mod 16 when you log in as a level 70 fighter you are given the choice between Strikers Mark and another boon.
Level 70 Strikers mark says it modifies level 80 "Mow Down", which isn't available yet to the fighter purchasing Strikers Mark
Not trying to be cheeky, but that doesn't seem like optimal design? Basically it forces a fighter interested in Strikers mark to either go 10 levels without that boon or use a reroll when they go 10 more levels.
