Why bother having 80 levels anymore?

Just asking a hypothetical here:

I can see that for a new player walking in on Mod 16 it could be kind of confusing to have that big celebratory moment, the "huzzah" sound, the camera/earth shaking moment each time their first toon levels up - and start searching all the menus and interfaces, assuming 'Surely there must be SOMETHING I'm supposed to do here?" But for whole blocks of levels - there is literally nothing to do now in M16.

I started a new Wizard toon, and I counted something like 18 or 19 actual change points at which some kind of measurable progress happens now (new power, feat, paragon path or class feature added), between levels 1 and 80. That's it.

For the other 60 or so levels - meh. Whoohoo, I went from level 47 to level 48. Annnd...moving on.

So, I'm asking (Devil's Advocate here) why bother? Why have 80 levels when only approximately 20 of them actually make a difference to my character now? And for those who argue 'Hey, each level marginally increases stats" - why not just have them level stats at those points where actual STUFF happens to the character?
