just to make things easy for now... you can make it more complicated later
just set everybody to the same stats
remove boons (for pvp only of course)
in fact, just remove all gear, let em go naked; can auto equip the cosmetic gear by default so ppl don't look silly running around in underwear
and balance levels; scale everyone up to max level; give em 30 seconds to pick loadout
.
this way you have maximum playability so everyone can queue up and enjoy it
.
later on you can add different modes like custom gear, boons, etc.

anyway... i (and probably many others) want to play pvp. I had hoped to get some at level 70. But no. Turns out nobody plays it and if you do you just get one-shotted. So, I'll be moving on. I hope you can fix pvp someday and I will be happy to play again.
