Envenomed Storyteller's Journal bound to character

My envenomed storyteller's journal remains bound to character after refining it to mythic. The tooltip says that the artifact would become bound to account after refining it but this has not happened. I want to transfer the artifact to another character.

+1. I know a few people that would have run the event on a different toon if they knew it would stay BtC. Now they're stuck with something they don't need because of either a bug or a flat out false claim in the game.
