Bug Report - Can not restart quest once abandoned

First quest
Got the disguise
Broke the shards
Couldnt find the scout
Abandoned Quest

Could not find an NPC anywhere within undermountain where I could restart.

Quest is called "Dressed to Kill". NPC should be right outside the portal standing on the lantern. I just reached this point on a diff char.
