Why are Hartshorn Rings bound to character?

These are brand new, crafted, never worn rings that are bound to character. I thought crafted items were intended to be sold to other players, as long as they were not quest items.

Because it's a bug that only affects the + versions (the basic one binds correctly). I already submitted the bug in game:
