Unable to select lvl 72 at will for Paladin - Justicar

The new at will available at lvl 72 will not let me drag it to the at will box. I can do this with the other 3 with no issue. I was in the dungeon when I tried this, but was able to successfully add once I left the dungeon. I could previously do this this anywhere as long as I wasn't in combat.
