So what is the deal with these? What is the reason we can't summon them inside instances to join us for our run?

I suspect: They aren't SUPPOSED to have any effect in combat, but in order to make SURE there's no weird "the boss becomes obsessed with Mini Frastr and never attacks the PCs" interactions, they've simply blocked them entirely.
