GF's "Lunging Strike" doesn't proc Lightning Enchantment chain

I use a lvl12 (trans) Lightning Enchantment on my GF, when lunging at the dummies in the stronghold, then nothing arcs / chains to the neighbouring dummies.
On a side note: Line Breaker Assault triggers chaining only when you hit the dummy centrally. You can hit the dummy a bit off center for normal damage from Line Breaker Assault, but no chain will come off. On purpose or mistake?
