Quorthon and Each day is Precious quest

I am at the end of the Each day is Precious quest and I have to give Quorthon the Ichor. The problem is no matter when or where I go the quest marker is always red and I have no guide to find him. Can anyone point me to the correct area and a ballpark on the spot where I can find him?

    He should be in front of that tall building just past the first portal - the Scrying Tower, I think. It's where Dorothea Linkletter is.
    It's that central area where all the other portals connect. If you're still in the area where you picked up the ichor, just take the portal back, and the pixie dust should show up again.
