This is not for me but rather a alliance member.
1) Helm guild is a 12 and has members who can mastercraft
2) Alliance member has reached Level 2 Workshop
3) Alliance member has reached Level 70 Jewelcrafting and Level 70 Leatherworking
4) Artisan in the Helm Guild does not give masterwork quest
Issue has been reported twice to our alliance.
Has anyone else experienced this issue or know how to fix it?

It's very silly, and I've been told it's supposed to make getting Master Crafting limited to only allow characters who put in all the hard work of... errr… joining a high level guild.
The rather simple, if rather annoying, work around (that makes the restriction even more stupid) is to switch guilds briefly, get the quests and then go back to the original guild. As long as the guild leaders are OK with that it works fine, since (unlike with guild boons) you don't lose the MC stuff if you quit.
It's a time consuming and rather pointless restriction that I'm told is to keep Master Crafting as a special reward for those ready to put in the major effort of "Joining a guild with an artisan."
Apologies for all the sarcasm, it's certainly not aimed at you.
The whole thing is beyond dumb.
And yes, it is weird in the way it works. I started when I was with a GH20, made it to MC3 and was working on MC4 when I left. I was still able to finish those quests even though my guild wasn't rank 10 yet. I was then able to pick up MC1 tasks from a higher rank guild in our alliance without switching and by the time I had them finished my new guild had hit rank 10. I could turn them in to our Artisan but I'm not able to go any further than MC2 until our guild hits rank 12.
Other characters of mine who had not yet started Masterworks were not able to pick up the quests until the guild hit rank 10.
I *think* you also need to have bumped Marketplace to 5, but don't quote me on that for a fact.
