Item Level on Leg Tools Bugged???

As name Says,
the new tools are not counting item level which i know item level isnt the biggest issue but why have them say Item level if they dont count it

there is never a time when a profession item is equipped in combat so it would make no sense for the il to count against your personal il. I think it's just a measurement of how powerful the equipment is. it doesn't mean it will ever be a personal number

i mean that makes sense, but then why have it as item level i mean it should be like maybe a power level if that and if that was the case why does the forgehammer of gond useable tool count toward item level i mean i can see the artifact itself by why does the tool you use in professions count
