Wonderous Grommet Refinement but

I was refining a bunch of grommets today and when I got to the bottom of my stacks, a weird thing happened. It needs two to refine, I had two left, but it only indicated I had 1 of 2 needed. o.0 Did someone sell me a fake grommet? I knew that one dude looked shady........ Never trust a guy in an alley dressed as supergirl selling grommets out of the back of a 1974 Pinto.
