GWF - Instigator Capstone with Survivor's Wraps

As we know Survivor's Wraps item gives you bleed when you use a daily. Guardian Fighter's Conqueror path capstone can be builded with this item. Even though Great Weapon Fighter's Instigator path capstone has the same mechanic as GFs, Survivor's Wraps item does not build any stacks for GWFs. Is this intended mechanic or is it a bug?
