Rust monster active bonus

With a killer defense shredding active bonus why dont every tank run a leg rust monster? Is it broken or just not many people know of it. I know the energon is broken and you have to resummon every dungeon which is why i won't use it. But this rust monster looks like a beast

Rust Monster: "On Damage Taken 25% chance to inflict a 2/?/5% damage debuff on attacker. Stacks up to 3 times."

It decreases the damage that the monster does, it doesn't increase the damage you do against the monster. Generally in end-game groups they like to kill mobs/bosses as fast as they can, hence look for resistance debuffing active bonuses or personal/group DPS increasing ones.

I run one as my summoned for the 5% damage taken increase it has on it and 2 defense slots as I still need the defense but if you're gonna use it just in a active slot probably better options out. I think it just has to do with its not bis if your trying to do more damage and if your focusing on defense its overlooked because of the one offense slot and it's ugly as hell. I ran the shield when i was lower item level but was having a issue with the taunt it does so switched to the rust monster.
