Beginning Masterworks

I finally landed in a guild where I could start Masterworks. Upon speaking to the The Artisan to start the quests this is what I find:
All professions except Alchemy are available with Armorsmithing available twice (one formerly Platesmithing and the other formerly Mailsmithing). Is it really necessary to do both?
However, the bigger issue is I don't have all of the professions to level 70 as you can see in the following image:
It appears the ability to start Masterworks is still tied to being level 25, not 70.
[EDIT] - As I thought as soon as I reached 25 in Alchemy the quest to start Masterworks became available.

I now have level 25 Alchemy and Masterwork I & II recipes and a Well-worn Alembic.
