Screen Blacking Out

Doesn't matter what character I'm on. If I'm opening something and the screen is supposed to dim a little to highlight the thing that's open, the screen blacks out completely rendering me unable to see what I'm clicking on or where to enter the information needed. This is especially annoying when I'm crafting. When I hit escape to close the windows that caused the screen dim, I get my view back.
Below I'm including a GDrive link to my dxDiag.txt file. I have the most recent Game Ready driver release for my nVidia GTX 1070ti video card, and all of my other drivers are up to date. This did NOT happen before Thursday's (2018/11/29) patch. So the only thing I can think of is that something went screwy with the patch.

Done, hopefully this gets resolved soon. I can't really get anything significant done with the screen blacking out all the time. I play other games and this isn't happening in them.
