They are not at the Reward Claims Vendor. They are at the Promotions Vendor, closer to Sgt. Knox. Go check him. If he doesn't have your items, file a ticket with Customer Support. It looks like this:

Same. I claimed the free 30 day VIP charge bonus from the Promotion Vendor today, but the 5 enchanted keys for the first tier of charge weren't available to claim.
I have only one character, so not already claimed accidentally on another character.

I did the exact same thing, and i didnt read the "claimed once per acount" and i put a ticket telling the issue, i hope dont get ban for that thing
Charge promotion agent has nothing that I'm able to pick up, and I bought 20000 in zen through ARC, yesterday. Put in a ticket, no contact from anyone.
