I know this set with Wisdom/charisma is build for DC's. But is it usefull?
It's only working on mobs - but does the additional HP counts towards aura of courage - so you are a mob cleaner?
Or why is the set designt like it is? Who should play the set? Where is it usefull?

The Skull Lord set is not very useful. The Temporary HP never counted towards your AoC. AoC looks at your pool of Hit Points, whereas TempHP adds an extra layer of HP, but does not expand your total pool of Hit Points.
Also, a DPS DC would not benefit much from AoC, since their main DPS power, Daunting Light, hits really hard, but doesn't hit very rapidly.
Additionally, if the DPS DC is in a team with an actual DPS, then you'd still want the Orcus set, as by the time the DC finishes buffing duties to cast a DL on mobs, the mobs are at such little HP that the DC will (practically) get the full bonus of the Orcus set bonus. Ask the design team. The only class it would *somewhat* make sense on is DPS GF, which would love the extra TempHP generation to keep Wrathful Warrior up. However, the Skull Lord set is unneeded to mitigate this problem: a Paladin apply Absolution to the GF and/or the GF can run various consumables/gear to generate TempHP (ex: Potion of Fey Healing or Purified Black Ice Overloads).
Aside from the redundant set bonus, the Skull Lord set lacks any STR bonus that would be useful for a GF.
