After reading I'm not sure what the power actually does. Is it debuffing enemy or just a personal buff to person using?

    Nothing special to the term "empowered" in the name. Just look at it like another artifact.

    From what I've heard, it's a personal damage buff.

    From the description, "... increasing your damage against them, while they are changed...", seems obvious to me it's personal damage buff.

    It is most likely a debuff not a damage buff. If you want a damage buff get the Soul Sight Crystal or the Decanter.
