I don't think many realized Rare Artisan's can apply to your shop once upgrade to Workshop 3! Now it may still only be a smaller chance, likely similar to what a Professional Artisan Recruitment is or perhaps slightly less. Though one time a week or two ago, I received 4 artisan applications the next day, and 2 of them were in fact Rare! That likely won't happen very often, but it does show that it's possible. And I suspect most haven't even tried PREVIEW to upgrade their Workshop to 4.
I've upgraded to Workshop 4 on 2 occasions now perhaps, and certainly encourage others do it at least once.
