Fishing in Sea of moving ice why can't i change bait when other is finished?

I have lugworm bait and leatherjacket bait it is in special currencies. I do as said, on the boat in the blue circle fishing area's i push tab to put bait it say's YOU HAVE NO OTHER BAIT TO SELECT FROM. I cannot even abandon the quest. I tried doing other quest while waiting for this problem to solve. But what can i do?

You don't buy krill. It is given as reward for doing quests.

Get the other SOMI bait? Krill is the second bait type for SOMI. Leatherjacket is a bait for use in Chult.
