Bonding runestones not proccing

Hi. I've recently started a SW alt (now lvl 32) and noticed that my bonding runestones never proc. I've got a total of 110% bonus (2xR8, 1 xR9) on the free renegade illusionist companion (now lvl 25 but I noticed long before that) but never get a message for 'companions gift', it never comes up as an icon on my avatar and when checking my stats straight after combat I can clearly see I am not getting the stat bonuses. I have tried the same runestones on the sellsword companion and that doesn't proc either. Strangely, my mount power 'protector's friendship' does proc however when my companion attacks. My other two characters (lvl 70) both use bonding runestones and don't have a problem. At first I thought the bonding runestones might be limited to lvl 70 characters only but other people confirmed in PE chat that this is not the case with their lowbie characters and that the runestones would have it written in their description that they only work for lvl 70. Any ideas...?
