cannot create a new character in preview (mimic) shard

it has been a while since I have used the preview shard, so relearning so much ... however, I noticed I copied a few characters across ok, but could not create a new character as the create button, normally at the bottom of the character list, is not there - buy zen, buy lvl 70 char, and foundry are there - all greyed out, but no access to a create new character - am I missing something essential here or has it been disabled?

You can't create a new vanilla character on preview if you have two or more characters already. You only have the basic 2 slots there, but you can exceed that by copying over characters from Live. In order to create a new character on Preview, you need to delete characters until you have 1 of your 2 open slots available.
