You cannot unequip it while it's on cooldown therefore you cannot switch loadouts.

[Error] Unable to equip some items from the loadout. 10 min cooldown is too long!

What's the point of this broken items if you cannot use multiple loadouts in a dungeon?

But it really looks like a bug.
