Vistani Merchant does not despawn

In some instances the vistani Merchant does not despawn. He leaves his post and walks towards his despawn point, though upon reaching it he just stands there until night falls.

This also seems to disable him spawning at another point on the map

Currently observed twice at his spawn point in the ruins (South).

This happend in several, 2, 8 and 21 to name a few.
