Ostorian rings Requirements Not Met

I am running SKT and have completed all the campaign tasks required for unlocking items in the store including "Supply The Elk Tribe" (1 out of 3 so far)...but the rings are still locked and say Requirements Not Met.
Do I have to complete all the tasks 3 times? According to the notes, the second two times only reduce costs in the store...not unlock items.
Can anyone advise please?
