Refining old weapon into a new weapon?

I went to the person in the moonstone mask about refining the old artifact weapon into a new one but there are no instructions on how to do that. I read that in Mod 12b this ability was taken away and replaced with the convert to rp option but seeing as how I just got this quest today while working in Ravenloft and I have been 70 and 12,000+ iLvl for quite a while, I would have expected this quest sooner if it was an old quest; so I figure they updated the game features to include the sinking of the old weapon into the new one again....

so how do I do that?

I have a legendary 500 pilgrim weapon and I just got the first weapon in Ravenloft (given from vistani) which, at first glance, isn't any worse but isn't any better than my legendary unless you look at the equip bonus for two items.... then the pilgrim weapon is better.

Should I keep my legendary with the 2 set bonus or will the new Ravenloft weapon really be better after it's upgraded?

Nothing has changed, the old quest is just inconsistent when it triggers. You can get about 40k RP for a legendary artifact equipment or weapon.

The Vistani weapon is IL 500 at legendary, I think. It is the same as the mod 13 weapons, just with an even worse bonus. Keep the Pilgrim if you primarily run solo content or farm Brave seals and get Primal.
